You NEVER graph an inequality directly.
You first must graph the corresponding EQUALITY, which
is the boundary of the inequality.

Graph y = (-1/3)x + 2

Since your inequality is y < (-1/3)x +2, you shade the
half-plane BELOW the boundary line.
