1.) y = 2x^2 + 8x - 3
y+3+? = 2(x^2+4x + ?)
Complete the square to get:
2(x^2 + 4x + 4) = y + 3 + 2*4
2(x+2)^2 = y +11
------------
Vertex: (-2,-11)
Axis: x = -2
------------------------
2.) y = -0.5x^2 + 5
-0.5x^2 = y-5
The square is already complete because x^2 = (x+0)^2

Vertex: (0,5)
Axis: x = 0
