1st find the slope of 3x – 4y = 9
Put it into slope-intercept form y = mx + b
3x – 4y = 9
-4y = -3x+9
y = (3/4)x - 9/4
The slope, m, is 3/4. The slope of a line perpendicular is the negative inverse, -4/3.

y-y1 = m(x-x1) where (x1,y1) is the point (-2,-1)
y+1 = (-4/3)*(x+2)
3y+3 = -4x - 8
