Any equation of the form y=k will simply be a horizontal line at the y value of "k". So this means that the graph of y= -3 is a horizontal line through the y-coordinate of y=-3. So this looks like

Graph the equation:
y = -3
This equation is saying that the value of x will change but y REMAINS -3 on this line forever in BOTH directions on the xy-plane .
To graph, simply go down to -3 on the y-axis and draw a horizontal line through the point (0,-3) extending into quadrants 3 and 4 on the xy-plane.
AGAIN:
Start at the origin, which is the point (0,0).
Go down 3 units on the y-axis.
Draw your horizontal line.
Keep in mind that the line y = -3 will be parallel to the x-axis and BELOW the x-axis at the point (0,-3).
