I think the answer is Set C based on the fact that there is a difference of 2 between x and y at the various values. Is that correct?

In order to solve this problem, we have to visualize what the graph might look like. The first set is pretty easy because all the y's are the same.
Set A
While it does come up with a cohesive line (x = 6) this isn't a function because y is not dependent on x. Even though x doesn't change, y does.
Set B
All the points don't even stay on a line. This is definitely not a linear function.
Set C
As you had guessed, this looks most like a function. All the points are on the line. This looks like the function x + 2.
Set D
This is also definitely not a linear function because there can't be two y values for the same x.
Conclusion
The correct answer has to be set C. You were correct.
