You have to start by graphing the corresponding EQUALITY.
If you have y < 3x+2, graph y=3x+2 as a dashed line; that
is the boundary of the INEQUALITY.
Since your problem calls for y to be less than 3x+2, shade
the half-plane BELOW the boundary line. That half-plane
is the graph of the inequality.
