The main idea concerning this problem is percents. We have to use the information we already have, which is a number and a precent, to get us another number.

First of all we have to realize that 15% is just 15 out of 100, or

Knowing this we can right a porportion.

Note: the 4 goes on the top of the porportion because 4 grams is the reduced amount of fat and is at least 15% of the normal amount of fat(x) that we are looking for.

Now to solve the porportion we use cross multiplication. We get:
Then we divide both sides by 15 to get x by itself.
or 26_2/3 (80/3) to be exact

x = 26.67 means that in order for the "reduced fat" cookie to be legally reduced fat the normal cookie has to have at least 26.67 grams of fat.
