I need help with determining the correct half-plane and completing the graph of Y>3

That line is the boundary of the solution half-plane.
Pick a test point that is not on the line, like the point (0,0)
Substitute those values into the inequality as follows:
In place of y put 0 to get 0>3.
That is false, so the point (0,0) is not part of the
solution half-plane.
Therefore the solution must be on the opposite side
of the boundary; shade the side that does not contain
the point (0,0).
