I used GeoGebra to make the graph.
There is an open hole at (2,3)
There is a closed filled in endpoint at (2,1)
The open hole is to signal that part of the graph isn't there. This is because of the lack of "or equal to" when describing the third portion of the piecewise function.
The red part is the first piece of the piecewise function. It's the graph y = -4 but only when x < -3.
The blue part is the second piece of the piecewise function. It's the graph y = x-1 but only when .
