Plot the point. Move two units up and one unit to the right. Plot that point. Draw straight line through the two points and extend. You have your line.

Grab some graph paper.
Plot the point (-2,2)
Then move 2 units up and 1 unit to the right
This will have you go from (-2,2) to (-1,4)
The last step is to draw a straight line through those two points.
Extend the line as far as you can in both directions.
Desmos and GeoGebra are two graphing tools I recommend.
