"Draw the graph of a function that decreases over the interval (-5, -2) and increases over the interval (-2, 4)".

You say you drew "the points". Are you reading (-5,-2) and (-2,4) as points in the plane? They are not points; they are intervals.

The problem simply asks you to draw a graph which as you walk along the graph left to right from x=-5 to x=-2 ("over the interval (-5,-2)") has you always walking downhill (function value decreasing), and which as you walk along the graph left to right from x=-2 to x=4 has you always walking uphill (function value increasing).
