The vertex is (−3,−13) and the​ y-intercept is −4.

Since f(0) = -4, c = -4

y = ax^2 + bx - 4

Since vertex is at -3, -3 = -b(2a)
Since Vertex is (-3,-13), -13 = a(-3)^2 + b(-3) - 4

Solve for "a" and for "b"::
9a - 3b = -9
-b = -6a

3a - b = -3

Therefore, 3a -6a = -3
