The line is NOT part of the solution. Half has to be shaded. That is determined by using the origin (0. 0)
which means 0<-3, which is not true. Therefore, the side of the line that does not contain the origin is the solution, and the line is dashed to indicate that it is not part of the solution.

Y is less than the expression. Shade the region BELOW BUT EXCLUDING the line Y=5X-3.

You could try to pick any point in each region, above and below the line and check if each is or is not a solution to the inequality, but you already can just READ the inequality.

On graph PAPER, you would draw a non-solid or dotted line for Y=5X-3, and then shade the region below the line.
