4x - 5 <= 15

Add +5 to each side:
4x <= 20

Divide both sides by 4:
x<= 5

Draw a numberline, place a SOLID circle on the point at 5, and shade to the left, with an arrow on the end of the line indicating that it continues to negative infinity.
