Use dotted line to graph the first inequality, as if it were to be a line. Use a solid line to graph the second inequality since this one is an INCLUSIVE inequality.

Shade the region below the first line (the dotted one).

Shade the region below the second line.

The double-shaded region is the solution for the system of the two inequalities.
