x-intercept is when y=0. I am assuming this is the line where one wants the x-intercept. If not, I need a point in order to find the line perpendicular to this one. The slope is not enough.
The equation then become -3=3(x+1) for the given line.
-3=3x+3
-6=3x
x=-2
(-2,0)

But the y intercept will be different .... What point do you want this line to pass through? Your question description is not complete, but you have something . When you know what point is to be included, you can solve for b.
