Since angle QPS is congruent to angle RSP, the straight lines PQ and RS are parallel too.

Thus you have the quadrilateral PQSR, in which the pairs of opposite sides are parallel: PR || QS and PQ || RS.
Hence, the quadrilateral is parallelogram.
