I think that you may have meant (f(a+h)-f(a))/h=%28f%28a%2Bh%29-f%28a%29%29%2Fh, with f%28x%29=5x%5E2%2B4x-8
(That horizontal line is a very ink-efficient grouping symbol, it's equivalent to parenthesis around the expressions above it and below it).
