Just plug in the values for x:
f(-5) = .5*(-5) + 4 = 1.5
f(0) = 4
f(8) = 8
Range is {1.5, 4, 8}

This is a matter of knowing the definitions of the terms. The domain of a function refers to the X values and the range of a function refers to the Y values. Elsewhere in academic research we refer to independent and dependent variables. These are similar to domain and range. The range depends on the domain and the function. Once the function is defined, given a domain of values we are interested in with respect to the defined function, we can seek the range of answers the function returns.

Thus, for the function f(x) = 1/2x + 4, plug in the three domain values, and the computed answers the function returns are the corresponding range values.

1/2(-5) + 4 = -2.5 + 4 = 1.5
1/2(0) + 4 = 0 + 4 = 4
1/2(8) + 4 = 4 + 4 = 8

The domain is: {-5, 0, 8}
The range is: {1.5, 0, 8}

Also note, function such as this are really returning a set of points (domain, range) that can be plotted. As we add more domain values and compute more range values (using the function), we can connect the plotted points to see what the shape of the function looks like.
