These 3 data points do constitute a function.
However, there is no inverse function, since this would have the value 5 mapping to either +2 or -2. This one-to-many mapping is NOT allowed in a function. A function should have one-to-one mapping or many-to-one is acceptable too (as in +2 and -2 both mapping to the same value, 5).
