y = mx + b the general slope intercept form of a linear equation.
m = 7-1 / -8 -(-3)
m = 6/-5
y = (-6/5)x + b using Pt (-3,1) to solve for b
1 = (-6/5)*-3 + b
5/5 - 18/5 = b
-13/5 = b
y = (-6/5)x - 13/5
