First let's change the decimals to fractions:

Multiply both sides by the LCD, which is 2 to clear the fractions:
2y+=+x+-1

The tradition in standard form is to keep the x coefficient positive, so let's keep the x on the right side and move the 2y to the right by subtracting 2y from each side:
2y+-+2y+=+x+-+2y+-1
0+=+x+-+2y+-+1

Now, add +1 to each side:
1+=+x-2y+ or x-2y=1
