The easiest way to do these is to write f(x+h) and f(x) on different lines:
f(x+h) = -3(x+h)^2 + 9(x+h) + 3
f(x+h) = -3x^2 - 6hx -3h^2 + 9x + 9h + 3
f(x) = -3x^2 + 9x + 3

Subtract:
f(x+h)-f(x) = -6hx -3h^2 + 9h
------------------------------
Divide by h to get the answer:
[f(x+h)-f(x)]/h = -6x -3h + 9
