Notice how every ordered pair has distinct x values (ie no two "x" values are the same). So this means that EVERY x value of the relation goes to only ONE value. This means that the relation is a function. If you are not sure, plot the points and perform the vertical line test.

There are different ways to remember if a relation is a function, when given sets of points the best method to use is to make sure the x-values do not repeat
(-1, -9)
(1, 5)
(6, -3)
(7, -4)
(10, 2)
If you look down, there are no x's repeating so this is a function
