An engineer tests different models of cars to determine which car has the best mileage. He records the miles per gallon of each model of car.

This one is not defined well enough.

If the engineer tests a single car of each model type (not a very good way!), then each model type will have a single value for the mpg, and the relation will be a function.

If the engineer performs a reasonable test to compare mpg for different models of cars, then the relation will not be a function, because the mpg values for different cars of a given model type will (almost certainly) be different. One input (model type) with difference outputs (mpg) means it is not a function.
