y(x+4) = 6
divide both sides by (x+4)
y = , y is function of x

The relation doesn't have to be written in y = ??? form to be a function.
The given equation DOES define a function, because when you solve for y you get an expression that you know will never give you more than one value of y for any value of x.
xy+4y = 6
y(x+4) = 6
y = 6/(x+4)
