y = 2 is a horizontal line.
the value of y is equal to 2 regardless of what the value of x is.
however, each value of x yields one and only one value of y, therefore the equation is a function.
you can have multiple values of x for each value of y, but you cannot have multiple values of y for each value of x.
that's the definition of a funcftion.
only 1 value of y for each and every value of x.
graph the equation and give it the vertical line test and you'll see that each and every value of x yields only 1 value of y.
