c is the count of bacteria in the 1 ml. original sample.

Your first dilution made the count to be (1/10)c.

Your second dilution made the count to be (1/10)(1/10)c.

You counted and found .
Remember, c is how many bacteria were in the original 1 milliliter sample of solution.
