It depends upon whether or not you want to round to the nearest whole number. If so, then yes. To round up, a number must be .5 or greater. .6 is greater than .5
.
HOWEVER, if you're measuring the purity of soap and do not need a whole number, don't round. 99.6 is not the same as 100.
