Try the factors of 24:
1*24
2*12
3*8
4*6

2*12 and 4*6 won't work because 13 is an odd number.
(3x - 1)*(8x + 7) = 24x + 13x - 7 close, wrong sign on 13

(3x + 1)*(8x - 7) is it.
