To convert to scientific notation, you need to think of the number as a product of two factors. The first factor will have the same digits as the original number, but will only have one non-zero digit in front of the decimal point. The other factor will be made of a 1 and a bunch of zeros, like 10000, or 0.001, and you will have to write it as a power of ten.

0.001=
The exponent is the number of zeros (counting the one before the decimal point for small numbers like 0.001).
