Let x = amt of 15% solution to be removed
and
Let x = amt of 90% solution to be added
:
.15(16-x) + .90x = .65(16)
:
2.4 - .15x + .90x = 10.4

-.15x + .90x = 10.4 - 2.4

x = 10 qts removed and added

.15(16-10.67) + .90(10.67) = .65(16)
