1) v = 21,000(0.14)^3
2) v = 21,000(0.86)^3
3) v = 21,000(1.14)^3
4) v = 21,000(0.86)(3)
I think it's either 1 or 2 but I'm not sure which one.

You are correct.
At the end of the 1st year you have 21,000-0.14(21000)
= (1-0.14)21000 = 0.86(21,000)
So after three years you have 21000(0.86)(0.86)(0.86)
= 21000(0.86)^3
