You can choose any value you want for x (except the single value that makes the denominator zero) and find the corresponding y value.
For the question to have a single answer, the statement of the problem needs to specify that x and y are integers.
If x and y are integers, playing around with possible solutions (or analyzing the graph of ) shows that the only nonzero solution is x=8 and y=4.
Note that unique solution in nonzero integers can also quickly be found by assuming that the fraction 3/y is a proper fraction -- i.e., by assuming the given equation shows dividing 422 by an integer and expressing the result as a whole number and a proper fraction remainder.
