The average monthly water bill for the apartment is R340. Find the average number of kiloliters used, if the first 5,9180 KL costs R2,46 and thereafter you are charged R6,52 for every 3,1640 KL.

I did not ask you to clarify about kiloliters.
My concern is totally different.
5,9180 is wrong format for numbers.
3,1640 is wrong format for numbers.
As it is written and presented, it is NONSENSE.
Post the name of your textbook, authors, edition, year of edition, publisher name, ISBN,
then the page number and the problem's number.

The other tutor apparently doesn't know that in many parts of the world the "," is used like a decimal point....
Let's change the format of the problem to use the more common "." for the decimal point.
The first 5.9180 KL cost R2.46; after that, each 3.1640 KL costs R6.52.
If the problem is stated correctly, then finding the answer is a matter of straightforward calculations.
(1) 340-2.46 = cost of additional KL after the first 5.9180
(2) The result from (1) divided by 6.52 = the number of groups of 3.1640 additional KL
(3) The result from (2) times 3.1640 = number of additional KL
(4) 5.9180 plus the result from (3) = total number of KL
