Let me make couple of notices regarding the posted problem.

1)  The first sentence states


        "Total healthcare in a certain region rose from $926 million in 1978 to $878 billion in 2006.".


    The common sense tells that there is an ERROR in presenting the numbers  $926 million  and  $878 billion  in the post.



2)  In order for the problem formulation would be COMPLETE, it must provide the CPI value in the text.
