There are 36 data points.

(1) Arrange them in order from smallest to largest.

(2) Group the data into 4 groups of equal size; each group will contain 36/4 = 9 of the data points.
group 1: 1st-9th values
group 2: 10th-18th values
group 3: 19th-27th values
group 4: 28th-36th values

Each quartile is the average of the largest value in one group and the smallest value in the next:
The first quartile is the average of the 9th and 10th values.
The second quartile is the average of the 18th and 19th values.
The third quartile is the average of the 27th and 28th values.
