Concentration of the mixture is the ratio of the volume of the pure alcohol to the total volume of liquid.


The volume of the pure alcohol in this case is

    0.020*5 + 0.30*3 + 2 = 3 gallons.


The total volume of the liquid is

    5 + 3 + 2 = 10 gallons.


The ratio (the concentration) is  , dimensionless value.


The percentage is   = 30%.


Answer.  The concentration of the final solution is 30%.
