interviewing expenses are equal to 1290 for the first candidate and 1390 for the second candidate.
moving expenses are equal to 4500 for the person hired.

total recruiting cost would be:

1456 for advertising
1290 for interviewing the first candidate.
1390 for interviewing the second candidate.
4500 for the person hired.

total costs would be equal to the sum of all these expenses = 8636.

you paid for the advertising whether you hired a person or not.
you paid for the interviewing wehether you hired the first person interviewed or the second person interviewed.
you paid for the moving expenses whether you hired the first person interviewed or the second person interviewed.

the assumption is that you did hire one of these two persons.

as far as i can see, you're stuck for the whole cost, regardless of which person you hire.
