Let e be the speed of the eagle, and w be the speed of the wind. Then:
e+w=90
e/2 -w=30
Then:
e+w=90
e-2w=60
3w=30
w=10
e=80
The full speed of the eagle in still air is 80 kph; the wind blows at 10 kph. ☺☺☺☺
