If you are talking about any cubic polynomial of the form , then none of those are true.

A) If by "turning point" you mean a point where the function's derivative (in x) changes sign, this need not be true. For example, has no turning points.
B) Not true, has no local minima or maxima.
C) Not true, is weakly increasing over the entire real line.
