I have a question on a proportion. Here is the problem:
The population of Atown in 2013 is listed at 51,522 residents. In 2010 Atown had 51,323 residents. Determine the percent change and indication if that is an increase or decrease.
"Set up a proportion and solve. Round your answers to the nearest tenth of a percent if necessary."
I'm not sure how to set this up or how to solve.

Percent change is (new value minus old value) divided by old value multiplied by 100.



So there was a positive 0.4% change in the population, an increase.
