Funny thing, you have the numerator and denominator of the fraction as fractions already! We just get lazy and don't write the /1 part.
Your original inequality is
When x is 1/4, which was one of the set of numbers you were to check, what you have on the left side is 1/4 divided by 2. Can you divide 1/4 into two parts? If you say it is 1/8, you are correct.
Division is actually multiplication by the inverse of the divisor. So you want to multiply 1/4 by the inverse of 2/1, which is 1/2 (why?).
One half of 1/4 is 1/8.
Anyway, 1/8 is less than 4, so 1/4 is in the domain of the inequality.
The same process is done for the other numbers.
Just to jump ahead, look at which is which is 4. 4 is not less than 4 (they are equal) so 8 is not in the domain of the inequality.
Now try some of the others.
