You should have some written guide listing Order of Operations. Grouping symbols operations first! Then from left to right, multiplications and divisions, then from left to right, additions and subtractions.
Square brackets and parentheses are grouping symbols.

The most inner grouping is the -3 and it is -3. See any other grouping? See the [27+5(-3)], and the parentheses around negative 3 is done so you can properly read that part of the number. The real grouping is the square bracketed expression. 27+5(-3)=27-15, multiplications done first, then 12, the grouped expression now done.

What is next? 2[12]= 24.
4+24=28. DONE.
