First change 4.5 to 4 1/2 and 
then to 9/2

The quotient of 3b and 9/2 means 
to divide

 3b ÷ 9/2

Invert and multiply:

 3b · 2/9

The 3 cancels into the 9 and 
leaves 3 where the 9 is

  b · 2/3

  or

 (2b)/3
