y+2x=-1
If I rearrange the second equation by adding 2x to each side
y-4=-2x
y-4+2x=-2x+2x
y-4+2x=0
Add 4 to each side of the equation
y-4+2x+4=0+4
y+2x=4
But the first equation says that y+2x=-1
Your equations are inconsistent. There is no answer as the graphs of the two lines will be parallel so there is no intersection point.
