2x-3y=6 and 3y-2x=-6?
2x -3y = 6
-2x+3y = -6 Adding the equations, they cancel each other out

0 + 0 = 0 ; always true
They are not independent equations, they are the same equation, one is just multiplied by -1, so we cannot find a specific x,y solution.
To solve a system of linear equations w/ 2 unknown variables, you need two INDEPENDENT equations.
