I imagine you mean a geometric construction with compass and an unmarked ruler. To construct the perpendicular line, there are a few steps you need to follow:
1)Pick up the compass. Center in Q, draw an arc and mark the two points (I'll call them 1 and 2) in the intersections with line m.
2)Center in 1, draw an arc above the line m.
3)Center in 2, draw an arc (same opening!) above the line m.
4)Where arcs 2 and 3 cross, mark point R.
The line QR is perpendicular to m.
