First remove the parentheses on the inside by distributive property:
3x-2y+4(-x+3(y-2x)-3y)-2x
3x-2y+4(-x+3y-6x-3y)-2x

Next, combine like terms within the remaining parentheses (the +3y -3y subtract out):
3x -2y +4(-7x) -2x
3x -2y-28x -2x

Combine the x terms:
-27x -2y
