Bill rate = 1/35 job/min
Together rate = 1/x job/min

Equation:
rate + rate = together rate
1/45 + 1/35 = 1/x

35x + 45x = 35*45
--------
80x = 35*45

x = (35*45)/80
------
x = 19.69 minutes (time to do the job together)
